The project brought together evidence-based planning, community-led decision making and place-focused urban design to create a roadmap for the town’s future. More than a traditional masterplan, the project established a prioritised and fully costed implementation program that enables Council to confidently pursue investment opportunities and deliver projects that reflect community priorities.

At its core, the project sought to answer a simple but important question: what does the community want Moulamein to become over the next 20 years, and how can that vision be realistically delivered?

Understanding Place Through Community

Moulamein is a unique regional community with a rich history, strong connections to the Edward River and a deep sense of local identity. Recognising that local knowledge would be critical to the project’s success, Kinscope designed an engagement program that positioned residents as active contributors rather than passive consultees.

The engagement process was guided by IAP2 principles and delivered across multiple phases, ensuring the community had meaningful opportunities to influence both the vision and the final recommendations.

Engagement activities included:

• Community workshops and visioning sessions
• Place-based town walks
• Online surveys and digital engagement opportunities
• Agency and stakeholder consultations
• Interactive sessions with local school students
• Ongoing collaboration with a Community Steering Committee established through an Expression of Interest process

One of the most valuable aspects of the project was the extent of voices involved. Residents, business owners, community groups, young people and key stakeholders all contributed insights that helped shape the final direction of the Masterplan. The involvement of students from Moulamein Public School provided a unique perspective on safety, movement and future community needs, ensuring the plan reflected a genuinely multi-generational vision for the town.

From Ideas to Action

The project followed a deliberate two-stage approach that allowed community aspirations to be tested, refined and translated into practical outcomes. Initial engagement focused on understanding local challenges, opportunities and priorities. These insights informed the development of draft concepts which were then returned to the community for further review, discussion and prioritisation.

This iterative process strengthened community ownership and ensured the final recommendations were grounded in genuine local feedback. It also helped build trust by demonstrating how community input directly shaped project outcomes.

To support community understanding of proposed improvements, Kinscope worked alongside visualisation specialist Marc Bartsch to develop sketches and concept imagery that communicated future possibilities in a clear and accessible way.

A Framework for Long-Term Growth

The final Masterplan and Community Action Plan identifies a coordinated suite of projects designed to enhance the town’s attractiveness, functionality and resilience over the next two decades.

Revitalising the Town Centre
Strengthening Morago Street as Moulamein’s principal commercial and community hub through streetscape improvements, greening initiatives and public realm enhancements.

Improving Movement and Connectivity
Creating safer and more connected pedestrian and cycling links that improve accessibility and encourage active transport throughout the township.

Supporting Community Life
Enhancing public spaces, recreational facilities and community infrastructure to better serve residents and visitors while supporting future population growth.

Building Resilience
Integrating flood management considerations and long-term environmental planning into future development and infrastructure decisions.

Strengthening Economic Opportunities
Leveraging the town’s heritage, riverfront assets and regional character to support tourism, investment attraction and economic activity.

Importantly, every recommended project was individually assessed, prioritised and costed, transforming the Masterplan from a strategic vision into an implementation-ready program capable of guiding future funding applications and investment decisions.
